The truth is there won't be a European neutral ground with the right critical mass. But there was one that was perhaps closest: London. It isn't SF culturally, but in so many ways it'd be the right environment. London would have been Europe's default tech capital, had the rest of the UK not thrown a fit over London capturing most prosperity (among other grievances). Now we're all left with two weaker markets instead of a stronger single one.
